Even if you buy the car there. I have seen diagnostic fees used before but every other dealership gives you a credit back it you get the work done there. Terrible business practice. Unlike a general estimate, a true diagnostic involves a deep dive into the vehicle's systems to ensure the repair is done right the first time and we do need to compensate our team for this time.
